DHS Secretary Kristi Noem is Considering Hiring Private Bounty Hunters to Track Down Illegal Aliens, According to New Report

Department of Homeland Security (DHS) Secretary Kristi Noem is reportedly considering hiring private contractors to locate and track illegal aliens across the country.

According to a leaked DHS procurement document obtained by The Intercept, ICE plans to outsource “Skip Tracing and Process Serving Services” to private firms, providing them with government data on batches of 10,000 immigrants at a time, with potential escalations up to 1,000,000 cases.

The proposal includes an “incentive-based pricing structure” with “monetary bonuses” for high performance, such as pinpointing a target’s address on the first try or successfully locating 90% of assigned individuals within deadlines.

The document closely resembles a plan reportedly circulated by a group of military contractors, including former Blackwater CEO and Trump ally Erik Prince.

In February, Politico reported that Prince and other were pushing for the formation of a private efforts to locate immigrants and a “bounty program which provides a cash reward for each illegal alien held by a state or local law enforcement officer,” according pitch materials obtained by the outlet.

The proposal called for “skip-tracing,” a method of using available information to locate people — something ICE is already handing out multimillion-dollar contracts for, according to a recent report in The Lever.

Soon, according to the newly published procurement document, private sector ICE contractors will surveil and confirm the home or work addresses of tens of thousands of immigrants in the U.S. and then report their locations back to the government.

The document states, “DHS ICE has an immediate need for Skip Tracing and Process Serving Services using Government furnished case data with identifiable information, commercial data verification, and physical observation services, to verify alien address information, investigate alternative alien address information, confirm the new location of aliens, and deliver materials/documents to aliens as appropriate.”

This move comes as the DHS faces recruitment hurdles in hiring 10,000 new immigration officers by early next year, with over a third of recruits failing basic physical fitness tests, including 15 push-ups, 32 sit-ups, and a 1.5-mile run in under 14 minutes. Critics on the left have seized on these challenges, but Noem’s plan cleverly sidesteps them by leveraging private sector efficiency.

Much of the $75 billion allocated under Trump’s “One Big Beautiful Bill Act” for recruitment has reportedly been redirected toward advanced surveillance tech, including biometric systems, real-time tracking, facial recognition, and remote smartphone access tools, according to a report from Axios.

The exploration of using private bounty hunters comes amid a severely rising threat to immigration officials.

There has been an escalation in attacks on ICE personnel, with DHS reporting an 8,000% spike in death threats and over a 1,000% increase in assaults compared to previous years.

Officials blame inflammatory rhetoric from politicians and media, who have vilified ICE by comparing agents to the Nazi Gestapo, secret police, and slave patrols.

Assistant Secretary Tricia McLaughlin said in a statement earlier this week, “Our ICE law enforcement is now facing an 8,000% increase in death threats against them while they risk their lives every single day to remove the worst of the worst. From bounties placed on their heads for their murders, threats to their families, stalking, and doxxing online, our officers are experiencing an unprecedented level of violence and threats against them and their families. Make no mistake, sanctuary politicians are contributing to the surge in violent threats and assaults of our officers through their repeated vilification and demonization tactics, including gross comparisons to the Nazi Gestapo. This violence against law enforcement must end.”
