OIG Releases Report on Disgraced Former FBI Agent Charles McGonigal and CEFC Investigation Obstruction – Timeline Parallels Biden Family Meeting With CEFC in Ireland

In a Dept. of Justice Office of the Inspector General report released this month, disgraced former FBI Special Agent in Charge Charles McGonigal leaked sensitive information about an investigation and a pending decision on whether or not to issue arrest warrants for Chinese and Albanian business associates of Hunter Biden.

According to the report, McGonigal, believed to be the Chinese informant known as “One-Eye,” consulted with his Supervisory Special Agent (SSA) presumably a week before McGonigal met with “Person B,” believed to be Dorian Ducka, a former senior Albanian government official and a “conduit” between McGonigal and the CEFC leadership.

The meeting revolved around whether McGonigal should tell “Person B” about the investigation into members of the CEFC leadership and the companies NGO arm, China Energy Fund Committee.  The SSA advised McGonigal against disclosing anything regarding the investigation.  McGonigal then followed through with the April 10, 2017 meeting with “Person B.”

It wasn’t until June 2017, however, that McGonigal disclosed the FBI investigation into CEFC to “Person B” during a dinner in New York City.

“Person B” took the information directly to Patrick Ho during a scheduled meeting in Washington D.C.  “Person B” disclosed that the FBI was targeting Ho and the CEFC, as well as “Target 3,” an Israeli individual believed to be Gal Luft, a dual-citizen with the U.S. and Israel.

In November 2017, James Biden, Joe Biden’s brother, reached out to a retired U.S. Secret Service agent to inquire whether or not there was an existing warrant out for Patrick Ho.  According to the OIG report:

Retired USSS Agent-1 provided the FBI case team with an email communication from James Biden to Retired USSS Agent-1 dated November 12, 2017, with the subject line,
“Re new case I need ASAP—I’m in Hong Kong,” followed by, “Have info on an individual I need a background on one specific issue. Very timely. Thanks Jim [phone number]. Please call.” Based on a review of his own telephone records, the Retired USSS Agent-1 told FBI agents that phone calls he had with James Biden between November 12 through 14, 2017, related to this email request. According to the FBI report of its
October 25, 2021 interview of Retired USSS Agent-1, Retired USSS Agent-1 told FBI agents that when he and James Biden discussed the request over the phone, James Biden said that “we have information from China that Ho may be arrested” and that Ho wanted to travel to the United States but was concerned about a potential warrant for his arrest.

The report does not disclose James Biden’s source of the information regarding Ho’s arrest.

On September 9, 2017, McGonigal traveled to Albania and had an unreported meeting with the Albanian Prime Minister arranged and attended by “Person B”.

During the height of the CEFC investigation and leaks from McGonigal to CEFC associates, it is worth mentioning that Hunter Biden traveled to Ireland on September 11th, two days after McGonigal’s meeting with the Albanian Prime Minister.

The purpose of the trip?  To meet with a CEFC high-ranking official named Mervyn Yan.

As reported exclusively by The Gateway Pundit, Yan sent Sara and Hunter Biden an email saying:

Sara and Hunter,
Because of the sensitivity of the discussion and the participants this afternoon, we booked an off site meeting room in Four Seasons 11th floor instead of using our office, don’t want anyone to overhear.
Please inform the Trade Group folks, see you guys at 2:30pm.

The meeting was also attended by Gongwen Dong, a business partner of CEFC Chairman Ye Jianming, but also a partner in Hunter Biden’s Hudson West III, a joint venture that facilitated multi-million dollar transfers between CEFC and Hunter Biden’s businesses and family members.
This was also the same time that a deal was being negotiated between CEFC and Russian energy firm Rosneft for $9.1 billion in exchange for a 14.6% share taken by CEFC.  This was one of the two “options” acknowledged to James Biden by Samuel Morison, according to emails published from the Biden laptop.
Hunter Biden and his associates would end up making $4.8 – $5.1 million from the CEFC deal between 2017-2018.  Hunter would also arrange for Gongwen Dong to have a key to their House of Sweden office in Washington D.C. and to have “Hudson West (CEFC US)” added to the signage.

Following the arrest of Patrick Ho, Hunter Biden was retained as his ‘legal counsel’ for $1 million, wired from CEFC.  IRS whistleblowers have scrutinized Hunter’s lack of any substantive legal work prior to representing Ho.  Further, Hunter’s name does not appear on any legal filings in Ho’s case.
