EXCLUSIVE: Federal Complaint Filed After NIH Bureaucrat Attacks Anti-Animal Testing Watchdog Group White Coat Waste, Goes After Board Members

In a brazen display of deep state arrogance straight out of the Fauci era, a high-ranking National Institutes of Health (NIH) official has been exposed abusing his position to defame the White Coat Waste Project (WCW), America’s leading watchdog against wasteful and cruel government-funded animal experiments.

Warren Casey, Director of Strategic Partnerships at the NIH’s Division of Translational Toxicology and Executive Director of the Interagency Coordinating Committee on the Validation of Alternative Methods (ICCVAM), sent emails from his personal Gmail account to members of WCW’s advisory board, abusing his federal credentials to trash the organization and urge supporters to cut ties.

Casey’s email, which appears to be a clear retaliation against WCW’s relentless exposure of NIH’s shady animal testing practices, opens by touting his 15-year tenure at NIH and his ICCVAM role to lend an air of official authority. He accuses WCW of launching a “reckless smear campaign” against fellow NIH scientist Dr. Nicole Kleinstreuer, claiming it incited death threats and harassment that required FBI involvement and police protection.

“I write with serious concern about your association with the White Coat Waste Project (WCW). While WCW claims to support ending animal testing, its recent actions undermine that mission and endanger public servants,” Casey wrote in the email to board members.

Casey claimed the organization’s “demonizing Dr. Kleinstreuer in public forums, distorting her statements, and falsely portraying her as an enemy of reform. WCW’s attacks have incited hundreds of death threats, nonstop harassment (phone calls, emails, social media posts), FBI involvement, and round-the-clock police protection for Dr. Kleinstreuer and her family.”

The email concluded, “Your name and reputation lend legitimacy to WCW’s platform and your continued affiliation with WCW legitimizes their harmful tactics and implies your de facto support as a member of their advisory board. In today’s climate, where violence against public servants is on the rise and political assassination is no longer unthinkable, this is not just immoral—it’s dangerous—and endangers the lives of the civil servants WCW chooses to demonize. I urge you to stand with the scientists and public servants working every day toward ethical, evidence-based reform—without threats, misinformation, or violence.”

Casey links to an anonymously run website that brands WCW as a “violent hate group” that “incites violence,” because of the organization’s documented investigations into NIH’s ongoing funding of barbaric experiments on puppies, kittens, monkeys, and more.

In response, WCW has filed a bombshell complaint with the Department of Health and Human Services (HHS) Office of Inspector General, alleging Casey’s actions violate federal ethics rules, including misuse of official position (5 C.F.R. § 2635.702), improper use of government time (5 C.F.R. § 2635.705), and circumvention of transparency laws. The complaint details how Casey’s emails, sent during standard federal work hours (between 2:00 PM and 4:00 PM ET), used his NIH title without disclaimers to disseminate defamatory content and intimidate private citizens, raising serious First Amendment concerns.

“This matter raises serious concerns not only about Casey’s conduct, but about systemic issues at NIH regarding abuse of authority and obstruction of legitimate oversight. For all the reasons above, we urge your offices to immediately investigate whether Dr. Warren Casey violated federal ethics regulations, recordkeeping requirements, and the First Amendment,” WCW’s General Counsel and Chief Operating Officer Jared Goodman wrote to the inspector general’s office.

Interestingly, Casey also has deep ties to PETA, the radical animal rights group that seems to be more concerned with rubbing shoulders with power than saving animals. The organization, which consistently steals credit for WCW’s work, repeatedly praised him, and he even co-authored papers with them and Kleinstreuer.

In a statement provided to The Gateway Pundit about this apparent misconduct, WCW President Anthony Bellotti said:

“This is straight out of Dr. Fauci’s playbook—and apparently a violation of federal law. A senior NIH official is abusing his government position to defame our law-abiding nonprofit and intimidate our supporters into cutting ties, simply because we exercised our constitutional right to expose NIH’s ongoing funding of cruel and wasteful experiments on puppies, kittens, and primates and taxpayers are upset to learn how their money is being squandered.

White Coat Waste has every right—and a responsibility to our donors, taxpayers, and animals—to call out NIH Director Jay Bhattacharya and his hand-picked ‘animal testing czar’, Nicole Kleinstreuer, for doling out millions of tax dollars for brand-new and ongoing experiments on pets and primates.

We won’t be silenced—and we won’t let rogue bureaucrats bully our board or derail our mission. While legacy “animal rights” groups clap for NIH like trained seals, our federal complaint is the next step in holding Warren Casey and the Bhattacharya-Kleinstreuer NIH accountable. On Tuesday, investigative journalist Laura Loomer dropped two explosive X posts calling out NIH Director Jay Bhattacharya for ignoring a letter from 11 House Republicans, led by Rep. Paul Gosar, demanding the immediate termination of all NIH funding for harmful dog and cat experiments. The letter, backed by WCW’s investigations, highlights how NIH continues to renew grants for infesting animals with insects, infecting them with viruses, force-feeding experimental drugs, and killing them.

The letter cited Gateway Pundit’s exclusive report about how the NIH, under Director Bhattacharya, has renewed millions in funding for controversial experiments, including THC tests on monkeys at Harvard, tick bites on beagle puppies, and Anthony Fauci’s notorious “Monkey Island.”

“Ongoing investigations by the non-profit group White Coat Waste have documented how the NIH continues to renew and fund dozens of Dr. Fauci’s disturbing experiments on dogs and cats in labs around the world, in which animals are infested with insects, infected with viruses, force-fed experimental drugs, and killed,” the letter states.

In her scoop, Loomer revealed Bhattacharya blew past the July 31 deadline to respond, labeling it “direct insubordination of the Trump agenda.”

Loomer also highlighted Republicans’ efforts to defund these barbaric labs, where $20 billion in taxpayer money vanishes annually into cruel, outdated testing.

As WCW’s complaint points out, Casey’s stunt fits a “deeply concerning pattern” of NIH brass dodging transparency, much like Fauci’s infamous shenanigans exposed by WCW years ago. With Trump vowing to drain the swamp, it’s high time to axe these bureaucratic bullies protecting animal abusers. Taxpayers and innocent animals deserve better than this NIH nightmare.

WCW remains the only animal advocacy organization to shut down any government primate lab in nearly a decade, any government dog testing labs in almost 20 years, and any government cat lab in the last 40 years.
