Screen images from a video posted by CBS News show just how close a casually dressed heckler (who turned out to be Sen. Alex Padilla (D-CA) who rushed to the front of the room came to Department of Homeland Security Secretary Kristi Noem. Secret Service and FBI agents treated the aggressive man as a threat and quickly forced him out of the room–even as he yelled out “I am Senator Alex Padilla” while he struggled with the agents.
This image is from Fox News reporter Bill Melugin and shows Padilla resisting as agents try to remove him from the room after they have pushed him back from the front near Noem.
The first screen image from the CBS video shows a Secret Service agent standing near Noem (off screen, but the edge of the lectern she was standing behind can be seen.) The agent is extending his arms in reaction to Padilla rushing toward Noem.
The second screen image shows how close Padilla, with his hands extended, got to Noem–just a few quick steps–and the reaction by a second agent who starts to grab Padilla to stop him from getting any closer. This is why Padilla was forcibly removed from the room and handcuffed.

In this video posted by the Daily Signal, Padilla can be heard, and then seen, as he resisted. He did not identify himself until he was being treated as a security threat.

Padilla’s office released video that is edited to not show how close he got to Noem. It starts as he is resisting agents protecting Noem:
